Boebert’s draft legislation to dam the Paris local weather settlement triggers the Senate’s ratification debate once more – Watts Up With That?

From the Washington Times

Valerie Richardson writes in the Washington Times:

Rep. Lauren Boebert, Republican from Colorado, has tabled a bill preventing the Biden administration from re-entering the Paris Agreement until it receives Senate approval. This is an allusion to the longstanding debate about the legitimacy of the agreement.

Their bill, which includes eleven GOP co-sponsors, prevents Congress from allocating funds to implement the international climate agreement until it is ratified by the Senate. This step was skipped when former President Obama used his executive powers to finalize the deal in 2016.

It’s an ambitious policy statement, but probably less than zero chance of surviving.

“My law forbids Congress from spending a single penny on the Paris Agreement until the US Senate ratifies it,” Ms. Boebert said in a press release Thursday. “Joe Biden took an oath to uphold the US Constitution. If he wants to keep it, he has to send the Paris Job Shedding Agreement to the US Senate for ratification. “

Identifying the original flawed legal basis of the agreement seems to be the aim.

The bill has little chance of getting through the Democratic-controlled house, but the legislation has drawn attention to the debate over whether or not the Paris Agreement is an executive deal, as the Obama administration claims a treaty that requires the council and approval of the Senate under the Constitution.

And

“The unilateral conclusion of the Paris Agreement was wrong in 2016 and is now wrong,” said Ms. Boebert. “Responsible energy production supports more than 230,000 jobs in Colorado. The Paris Agreement puts these jobs at risk and increases energy costs. $ 4 a gallon of gasoline, let’s start again! “

Ratification of a treaty requires a two-thirds vote from the Senate, which Mr Biden is unlikely to get in the 50-50 Senate.

Opponents had urged Trump administration officials to forward the deal to the Senate before Mr Trump stepped down to create a roadblock for the Biden team. However, the document was never sent, said Myron Ebell, director of the Competitive Enterprise Institute’s Center for Energy and Environment.
