New Texan legislation to drive renewable energies to be shipped – watts?

Not many people know that

By Paul Homewood

Sounds like Texas was fed up with the fact that its electricity system is increasingly at risk due to wind and solar energy.

After years of paper on the cracks with half -hearted suggestions, it seems that the state legislature will officially adopt a law according to which all generators, not only the new ones are completely shipped.

Ed Ireland has the story:

In 2021 Winter Storm Uri Texas electricity network pressed to the edge, only 4 minutes and 37 seconds after the total collapse. Snow, ice and freezing temperatures covered all 254 counties in the state from February 13th. The wind turbines solidify, cloudy sky incapable, solar modules, some natural gas fountains had freezing and even coal -fired power plants with frozen devices.

When the power generators failed and the electricity requirement got up, the Electric Reliability Council of Texas (Ercot) Rolling Blackouts arranged all over Texas. Some local supply companies unknowingly reduce the performance in areas with electrical natural gas compressors, which stopped the gas flows to generate stations and cause more failures. (The Texas railway commission created a new department, a critical infrastructure, so this problem would never occur again.) The frequency of the network dropped out dangerously below 60 Hertz and almost fell, but a slight decline in demand and the restoration of a generation saved the grille from the overall collapse, which would have weeks to recover from a “black start of the grid”.

Since then, Ercot, the public pension commission of Texas (PUCT) and the legislators repeatedly, have sworn to prevent another near-disaster. You have ideas like:

  • Weather requirements for power plants for extreme cold (on the draft law of Senate 3).
  • Incentives for the construction of more shipping current, especially for natural gas systems such as the Texas Energy Fund (House Bill 1500, 2023).
  • Market reforms prioritize reliable power, such as the performance credit mechanism that was discussed but not implemented.

None of these proposals dealt exactly with the problem of raster default in Texas House bill 3356 And Senate Bill 715 were recently approved by legislative committees and were able to become laws. These invoices determine new reliability rules for all Ercot stream generators, not just new ones. You need all electricity generators on Ercot, including wind and solar, to be shipped, which means that you can quickly adapt to the demand.

In order to meet compliance, generators must either create their own security performance, such as: B. Battery energy storage systems (BESS) or with others move in to provide their security penalty.

It is time that we did the same here!
